She cracked down on teenage prostitution in the city, reorienting law enforcement’s approach to stop prosecuting young girls for prostitution — acknowledging that they were victims who needed treatment for trauma and not criminals who needed to be incarcerated.
Ms. Harris has consistently identified as a Black girl and Black woman, writing in her memoir, “My mother understood very well that she was raising two Black daughters. And she was determined to make sure we would grow into confident, proud Black women.”
